Flood Risk Mapping for Future Planning: Blue Raster and Climate Central Drive Climate Resilience in 2025

As climate change drives rising seas and more frequent extreme weather, communities need accessible, location-specific tools to understand and prepare for future flood risks. Translating complex climate models into actionable insights remains a challenge, especially when communicating risks to the public and decision makers in a clear and engaging way.

Climate Central is a nonprofit organization of scientists and communicators who translate climate data into maps, images, and local stories. Their mission is to help people understand how climate change affects their lives today and in the future. Their tools have informed journalists, planners, and community leaders across the country and around the world.

Partnering to Advance Climate Resilience

To support this mission, Blue Raster partnered with Climate Central to develop and scale FloodVision, a new ArcGIS Experience Builder application that delivers immersive, street level views of future flood scenarios. This innovative tool enables planners, emergency managers, educators, and residents to visualize flood risk driven by sea level rise and storm events across multiple timelines.

FloodVision is powered by imagery captured through Climate Central’s FloodRover, a vehicle equipped with GPS, lidar, and stereoscopic cameras. Blue Raster supported the deployment of this application within ArcGIS Enterprise, configuring its data model and workflows to power a smooth, interactive experience.

Two datasets in the ArcGIS Data Store, a metadata table and a spatial feature class, are linked by a unique key and drive the application's functionality. The application is built using ArcGIS Experience Builder, which provides a flexible, modern framework that is fundamental to creating an immersive and responsive user experience.

Flood images, stored as JPEGs in Google Drive, are linked using item IDs. Blue Raster created custom Python scripts to clean, organize, and publish this data to the ArcGIS platform. Additionally, Blue Raster implemented an ArcGIS Survey123 form to allow users to easily request and download visuals directly from the app for noncommercial use.'

ArcGIS Enterprise 11.5 has arrived and it’s packed with enhancements that we at Blue Raster are excited to share. As longtime experts and Esri partners, we’ve explored this latest release and are already helping clients unlock its full potential. From improved administrative tools to deeper integration with cloud environments, version 11.5 is a big step forward for organizations managing spatial data, services, and applications.

The Last Stop in the 11.x Series

ArcGIS Enterprise 11.5 is more than just a feature rich release. It is also the final version in the 11.x series. This means it is the last release to include ArcGIS Web AppBuilder, ArcGIS Configurable Apps, and Map Viewer Classic. These long loved tools have served users well over the years and their retirement signals a shift toward the modern web GIS experience centered on Experience Builder, Instant Apps, and the new Map Viewer.

Looking ahead, ArcGIS Enterprise 12.0 will launch as a short term support release for Windows and Linux. It will no longer include these classic apps and will mark the beginning of the 12.x generation. If your organization relies on any of these applications, now is the time to begin planning for a smooth transition. Smarter Administration and Monitoring

ArcGIS Enterprise 11.5 introduces key enhancements that make monitoring and managing your GIS deployment easier for both GIS and IT administrators. The new About page centralizes important system information such as machine details, operating system, CPU, and licenses, helping administrators with planning and resource management.

The service usage by user report offers detailed insights into how services are accessed, allowing administrators to identify usage trends and optimize content delivery.

IT administrators benefit from improved audit logging for ArcGIS Server events, aiding security compliance and diagnostics. These logs integrate smoothly with Security Information and Event Management systems for centralized monitoring.

The new Enterprise Manager interface simplifies system health checks, service management, and permission controls. Expanded REST APIs and flexible role configurations provide greater administrative control.

At Blue Raster, we enhance these tools with Zabbix, integrated into our cloud managed services for real time monitoring and proactive alerts. Together with ArcGIS Monitor, this helps maximize uptime by tracking critical events such as license expirations and certificate renewals.

Other improvements include:

  • Migration support away from the tile cache data store

Enhanced Map Viewer and Visualization

ArcGIS Enterprise 11.5 brings a suite of enhancements that elevate productivity, editing workflows, and content management. In Map Viewer, users can now edit feature templates directly, improving consistency in data collection while eliminating app switching.

A new multi-tab view allows users to work across tables, charts, and analysis tools simultaneously. Charting also sees major upgrades, with custom sorting, temporal axis guides, and the ability to build bar charts from numeric field parameters alone.

Display filters from ArcGIS Pro are now honored in web maps, and subtype sublayers are fully supported for analysis. In Scene Viewer, users can take advantage of an improved Building Explorer, Slide Manager, and mobile interface to better present and explore 3D content. The update also includes new 3D analysis tools, viewshed capabilities, support for OGC WCS layers, and the integration of Oriented Imagery layers to visualize real-world perspectives in 3D.

For content management, 11.5 introduces the ability to publish geotagged photos directly from a .zip file as a hosted layer and overwrite item metadata using a more intuitive metadata editor-helping administrators maintain clean, accurate data across their organization.
